The Standing Committee on Public Accounts met in a televised session at 3:28 p.m. this day, in Room 253-D, Centre Block, the Chair, John Williams, presiding.

Members of the Committee present: Odina Desrochers, John Finlay, Paul Forseth, Roger Gaudet, Mac Harb, Gerald Keddy, Steve Mahoney, Val Meredith, Shawn Murphy, Beth Phinney, Judy Wasylycia-Leis and John Williams.

Acting Members present: Garry Breitkreuz for Philip Mayfield; Paul Harold Macklin for Tony Tirabassi; Marlene Jennings for Massimo Pacetti; Joe Louis Jordan for Sophia Leung.

Member of the Senate present: Senator Anne Cools.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal, Analyst.

Appearing: The Hon. Martin Cauchon, Minister of Justice.

Witnesses: From the Department of Justice: Morris Rosenberg, Deputy Minister & Deputy Attorney General; Bill Baker, Chief Executive Officer, Canadian Firearms Program. From the Office of the Auditor General: Sheila Fraser, Auditor General of Canada; Hugh McRoberts, Assistant Auditor General; Alan Gilmore, Principal.

Pursuant to Standing Order 108(3)(e), the Committee commenced consideration of Chapter 10 (Department of Justice - Costs of Implementing the Canadian Firearms Program) of the December 2002 Report of the Auditor General of Canada.

Sheila Fraser, the Honourable Martin Cauchon and Morris Rosenberg made statements and, with the other witnesses, answered questions.

At 5:36 p.m., the Committee adjourned to the call of the Chair.
