Meeting No. 13

Wednesday, February 12, 2003

The Standing Committee on Public Accounts met at 3:36 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Colleen Beaumier, Odina Desrochers, John Finlay, Roger Gaudet, Gerald Keddy, Steve Mahoney, Philip Mayfield, Val Meredith, Shawn Murphy, Beth Phinney, Tony Tirabassi and John Williams.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Analysts.

Witnesses: From the Office of the Auditor General: Sheila Fraser, Auditor General of Canada; Maria Barrados, Assistant Auditor General. From the Treasury Board of Canada Secretariat: Richard Neville, Assistant Secretary and Assistant Comptroller General; Gérald Cossette, Director, Management Strategies, Expenditure and Management Strategies Sector. From the Department of Finance: Peter DeVries, Director, Fiscal Policy Division, Economic and Fiscal Policy Division.

The Committee commenced consideration of a Notice of Motion from Val Meredith on GST fraud.

Val Meredith moved, - That the Minister of National Revenue be called before the Standing Committee on Public Accounts on the issue of GST Fraud (Goods and Services Tax).

The motion was agreed to.

Pursuant to Standing Order 108(3)(e), the Committee commenced consideration of Chapter 1 (Placing the Public's Money Beyond Parliament's Reach) of the April 2002 Report of the Auditor General of Canada.

Sheila Fraser and Richard Neville made statements and, with the other witnesses, answered questions.

At 5:27 p.m., the Committee adjourned to the call of the Chair.
