The Standing Committee on Government Operations and Estimates met at 3:36 p.m. this day, in Room 237-C Centre Block, the Acting Chair, Paul Szabo, presiding.

 

Members of the Committee present: Carolyn Bennett, Leon Benoit, Ken Epp, Paul Forseth, Robert Lanctôt, Pat Martin, Judy Sgro and Paul Szabo.

 

Acting Members present: Larry Bagnell for Roy Cullen, Robert Bertrand for Derek Lee, Gérard Binet for Tony Tirabassi, David Price for Raymonde Folco, Hélène Scherrer for Massimo Pacetti and Alan Tonks for Reg Alcock.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (A) 2003-2004: Vote 110a under CANADIAN HERITAGE; Vote 1a under GOVERNOR GENERAL; Votes 1a, 5a, 10a and 35a under PRIVY COUNCIL; Votes 1a, 15a and 20a under PUBLIC WORKS AND GOVERNMENT SERVICES; Votes 1a, 10a and 15a under TREASURY BOARD referred to the Committee on Tuesday, September 23, 2003.
 

Vote 110a under CANADIAN HERITAGE carried on division.

 

The Chair called Vote 1a under GOVERNOR GENERAL.

 

Pat Martin moved, — That Vote 1a under GOVERNOR GENERAL be reduced by one dollar.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Robert Lanctôt, Pat Martin — 2; NAYS: Larry Bagnell, Carolyn Bennett, Leon Benoit, Robert Bertrand, Ken Epp, Paul Forseth, David Price, Hélène Scherrer, Judy Sgro, Alan Tonks — 10.

 

Vote 1a under GOVERNOR GENERAL carried on division.

 

By unanimous consent, on motion of Leon Benoit, it was agreed, — That the Standing Committee on Government Operations and Estimates receive an attachment to the next and subsequent Main Estimates and the next and subsequent Supplementary Estimates which states amounts spent on the Office of the Governor General which are not stated in the Governor General's envelope.

 

Votes 1a, 5a, 10a and 35a under PRIVY COUNCIL carried on division.

 

Votes 1a, 15a and 20a under Public Works and Government Services carried on division.

 

Votes 1a, 10a and 15a under Treasury Board carried on division.

 

ORDERED, — That the Chair report Vote 110a under CANADIAN HERITAGE; Vote 1a under GOVERNOR GENERAL; Votes 1a, 5a, 10a and 35a under PRIVY COUNCIL; Votes 1a, 15a and 20a under PUBLIC WORKS AND GOVERNMENT SERVICES; Votes 1a, 10a and 15a under TREASURY BOARD to the House.

 

At 4:23 p.m., the sitting was suspended.

 

At 4:30 p.m., the Committee proceeded to sit in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 22, 2003 , the Committee resumed its study of the disclosure of wrongdoing (whistleblowing)
 

At 5:06 p.m., the Committee adjourned to the call of the Chair.
