The Standing Committee on Justice and Human Rights met in a televised session at 9:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Hon. Andy Scott, presiding.

Members of the Committee present: Marlene Jennings, Paul Harold Macklin, Richard Marceau, John McKay, The Hon. Lorne Nystrom, Pat O'Brien, Joe Peschisolido, The Hon. Andy Scott.

Acting Member present: Jay Hill for Chuck Cadman.

In attendance: From the Library of Parliament: Philip Rosen, senior analyst, Kristen Douglas, analyst.

Appearing: From the House of Commons: Hon. Martin Cauchon, Minister of Justice.

Witness: From the Department of Justice: Virginia McRae, Senior General Counsel, Family, Children and Youth Section.

The Order of Reference dated Tuesday, February 25, 2003, being now read as follows:

ORDERED, -- That Bill C-22, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Judges Act and to amend other Acts in consequence be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The minister made a statement and, with the other witness, answered questions.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
