Meeting No. 23

Wednesday, February 26, 2003

The Standing Committee on Justice and Human Rights met at 3:35 p.m. this day, in Room 371, West Block, the Chair, The Hon. Andy Scott, presiding.

Members of the Committee present: Garry Breitkreuz, Chuck Cadman, Derek Lee, John Maloney, Richard Marceau, John McKay, Pat O'Brien, Joe Peschisolido, The Hon. Andy Scott, Kevin Sorenson, Vic Toews.

Acting Member present: Svend Robinson for The Hon. Lorne Nystrom.

In attendance: From the Library of Parliament: Philip Rosen, senior analyst, Kristen Douglas, analyst.

Witnesses: From the McGill School of Social Work: Prof. Shari Brotman; Prof. Bill Ryan. From the «Confédération des syndicats nationaux »: Lise Poulin, Secretary General; Dominique Dubuc, « Conseil Central de l'Estrie ». From the Canadian Unitarian Council: Mary Bennett, Executive Director; Rev. Fred Cappuccino.

Pursuant to Standing Order 108(2), the Committee resumed its study on marriage and the legal recognition of same-sex unions.

By unanimous consent, it was agreed --That, pursuant to Standing Order 97.1, the Committee request an extension of thirty sitting days to consider Bill C-231, An Act to amend the Divorce Act (limits on rights of child access by sex offenders), referred to the Committee on October 24, 2002 and that the Chair report to the House.

 

By unanimous consent, it was agreed --That the proposed operational budget of the Committee in the amount of $50,000.00 be adopted and that the Chair present the said budget to the budget Sub-committee of the Liaison Committee.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
