Meeting No. 42

Tuesday, June 3, 2003

The Standing Committee on Canadian Heritage met in a televised session at 9:08 a.m. this day, in Room 253-D, Centre Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Carole-Marie Allard, Paul Bonwick, Sarmite Bulte, Liza Frulla, John Harvard, Wendy Lill, Clifford Lincoln, Alex Shepherd and Chuck Strahl.

Acting Members present: Jocelyne Girard-Bujold for Christiane Gagnon and Réal Ménard for Caroline St-Hilaire.

In attendance: From the Library of Parliament: Monique Hébert and Sam Banks, Research Officers.

Witnesses: From the National Archives of Canada: Ian E. Wilson, National Archivist. From the National Library of Canada: Roch Carrier, National Librarian. As Individual: Howard P. Knopf, Copyright Lawyer. From the Creators Copyright Coalition: Marian Hebb, Legal Counsel. Pursuant to its Order of Reference of Tuesday, May 27, 2003, the Committee resumed consideration of Bill C-36, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence (See Minutes of Proceedings, Thursday, May 29, 2003, Meeting No. 41).

The Committee resumed consideration of Clause 2.

Roch Carrier and Ian E. Wilson made statements and answered questions.

At 10:15 a.m., the sitting was suspended.

At 10:20 a.m., the sitting resumed in camera.

The Committee proceeded to a discussion of future business.

It was agreed, - That, as the filing of dissenting or supplementary opinions submitted by the Canadian Alliance and Bloc Québécois parties after the May 12, 2003 deadline set by the Committee was done in good faith after advising the Clerk, the Committee accept the said reports for inclusion in its report on the State of the Canadian Broadcasting System.

At 11:00 a.m., the sitting was suspended.

At 11:01 a.m., the sitting resumed in public.

The Committee resumed consideration of Clause 2 of Bill C-36, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence.

The witnesses made statements and answered questions.

At 12:10 p.m., the Committee adjourned to the call of the Chair.
