The Standing Committee on Citizenship and Immigration met in camera at 11:10 a.m. this day, in Room 308 West Block, the Chair, Joe Fontana, presiding.

 

Members of the Committee present: Diane Ablonczy, Sarkis Assadourian, John Bryden, Madeleine Dalphond-Guiral, Libby Davies, Joe Fontana, Sophia Leung, Jerry Pickard, David Price and Lynne Yelich.

 

Acting Members present: André Bachand for Inky Mark, Raymonde Folco for John O'Reilly, Janko Peric for Massimo Pacetti and Bob Speller for Yvon Charbonneau.

 

Other Members present: Andrew Telegdi.

 

In attendance: Library of Parliament: Benjamin Dolin, Analyst. House of Commons: Joann Garbig, Legislative Clerk.

 

Witnesses: Department of Citizenship and Immigration: Daniel Jean, Acting Assistant Deputy Minister, Policy and Program Development; Rosaline Frith, Director General, Integration; Patricia Birkett, Citizenship Registrar; Paul Yurack, Counsel, Legal Services.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 11:40 a.m., the sitting was suspended.

At 11:47 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Friday, November 8, 2002, the Committee resumed consideration of Bill C-18, An Act respecting Canadian citizenship.
 

At 12:00 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

 

At 12:07 p.m., the Committee proceeded to sit in public.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The witnesses answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

 

Clause 2 was allowed to stand.

 

On Clause 3,

Madeleine Dalphond-Guiral moved, — That Bill C-18, in Clause 3, be amended by deleting lines 4 and 5 on page 3.

 

After debate, the question was put on the amendment of Madeleine Dalphond-Guiral and it was negatived, by a show of hands: YEAS: 3; NAYS: 10.

 

Diane Ablonczy moved, — That Bill C-18, in Clause 3, be amended by replacing lines 4 and 5 on page 3 with the following:

“to require strong attachment to Canada through physical presence for the acquisition of citizenship.”

After debate, the question was put on the amendment of Diane Ablonczy and it was negatived.

 

John Bryden moved, — That Bill C-18, in Clause 3, be amended by replacing lines 4 and 5 on page 3 with the following:

“to require a demonstration of attachment to Canada for the acquisition of citizenship”

After debate, the question was put on the amendment of John Bryden and it was agreed to.

 

Libby Davies moved, — That Bill C-18, in Clause 3, be amended by replacing line 8 on page 3 with the following:

“event worthy of celebration;

( f. 1) to foster the recognition of English and French as the official languages of Canada; and”

After debate, the question was put on the amendment of Libby Davies and it was agreed to.

 

Sarkis Assadourian moved, — That Bill C-18, in Clause 3, be amended by replacing lines 10 and 11 on page 3 with the following:

“values essential to a free and democratic society, including respect for the inherent dignity of the human person, commitment to social justice and equality, accommodation of a wide variety of beliefs, respect for cultural and group identity and faith in social and political institutions that enhance the participation of individuals and groups in society; and”

Debate arose thereon.

 

At 1:06 p.m., the Committee adjourned to the call of the Chair.
