Monday, March 24, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 12:48 p.m. this day, in the Highland Room 6 & 7, World Trade and Convention Centre, Halifax, Nova Scotia, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, Stan Dromisky, Charles Hubbard, Nancy Karetak-Lindell, Pat Martin.

Acting Member present: Larry Bagnell for John Godfrey.

In attendance: From the Committees Branch: José Cadorette, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the Maritime Aboriginal Peoples Council: Roger Hunka, Director, Intergovernmental Affairs. From the Federation of Newfoundland Indians: Brendan Sheppard, President. As Individuals: Noel Knockwood; Sue Moxley. From Lennox Island First Nation: Darlene Bernard. From the Abegweit First Nation: Francis Jadis; Cheryl Clark, Director of Administration & Operations.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 1:35 p.m., Nancy Karetak-Lindell took the Chair.

At 1:40 p.m., Raymond Bonin took the Chair.

At 2:09 p.m., the sitting was suspended.

At 3:00 p.m., the sitting resumed.

At 3:18 p.m., the sitting was suspended.

At 3:54 p.m., the sitting resumed.

At 4:28 p.m., the Committee adjourned to the call of the Chair.
