The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Raymond Bonin, presiding.

Member(s) of the Committee present: Gérard Binet, Raymond Bonin, John Godfrey, Nancy Karetak-Lindell, Yvan Loubier, Inky Mark, Anita Neville, Brian Pallister, Benoît Serré, Maurice Vellacott.

Acting Member(s) present: Dick Proctor for Pat Martin.

In attendance: From the Library of Parliament: Mary Hurley, analyst.

Appearing: From the House of Commons: The Hon. Robert D. Nault, Minister of Indian Affairs and Northern Development.

The Order of Reference dated Wednesday, October 9, 2002, being now read as follows:

ORDERED, -- That Bill C-6, An Act to establish the Canadian Centre for the Independent Resolution of First Nations Specific Claims to provide for the filing, negotiation and resolution of specific claims and to make related amendments to other Acts be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

The Chair called Clause 1.

The Minister made an opening statement and answered questions.

Phil Fontaine made an opening statement and, with the witnesses, answered questions.

At 12:58 p.m., the Committee adjourned to the call of the Chair.
