The Speaker informed the House that, in accordance with the representation made by the government under the provisions of Standing Order 55(1), he had caused to be published a Special Order Paper giving notice of a government motion.

The Speaker laid upon the Table, -- Letter from the Government House Leader, dated September 14, 2001, concerning notice of a government motion. -- Sessional Paper No. 8527-371-13.

BOARD OF INTERNAL ECONOMY

The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, Chapter 32, Statutes of Canada, 1997, Mr. Brien (Témiscamingue) had been appointed a member of the Board of Internal Economy to replace Mr. Bergeron (Verchères -- Les-Patriotes).

MOTIONS

By unanimous consent, Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Gagliano (Minister of Public Works and Government Services), moved, -- That, notwithstanding any Standing Order or usual practice, the House proceed directly to consideration of Government Orders now and immediately after the conclusion of Oral Questions this day;

that, at the conclusion of this day's sitting, the motion in the name of the Prime Minister under Government Orders, Government Business No. 10, shall be deemed to have been adopted as printed in the Order Paper; and

that the Speaker convey the said motion, with the name of every Member of the House appended thereto, to the Congress of the United States of America.

The question was put on the motion and it was agreed to.

GOVERNMENT ORDERS

Mr. Chrétien (Prime Minister of Canada), seconded by Mr. Gray (Deputy Prime Minister), moved, -- That this House express its sorrow and horror at the senseless and vicious attack on the United States of America on September 11, 2001;

    that it express its heartfelt condolences to the families of the victims and to the American people; and
    that it reaffirm its commitment to the humane values of free and democratic society and its determination to bring to justice the perpetrators of this attack on these values and to defend civilization from any future terrorist attack. (Government Business No. 10)
