Tabling of Documents

Pursuant to Standing Order 79(3), the Speaker read the following Message from Her Excellency the Governor General, presented by Ms. Robillard (President of the Treasury Board):

Message on Estimates

    Her Excellency the Governor General transmits to the House of Commons the Supplementary Estimates (A) of sums required for the public service of Canada in the fiscal year ending on March 31, 2001, and in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Ms. Robillard (President of the Treasury Board) laid upon the Table, -- Document entitled ``Supplementary Estimates (A), 2000-2001''. -- Sessional Paper No. 8520-371-2.

Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the Fifth Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Order 104(3), the following change in the membership of the Standing Joint Committee on Official Languages:

Leon Benoit for Larry Spencer

      The Committee further recommends, that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, that the name of the Member be struck from the list of Associate Members of the said Committee.

A copy of the relevant Minutes of Proceedings is tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Obhrai (Calgary East), seconded by Mr. Toews (Provencher), Bill C-290, An Act to amend the Criminal Code (breaking and entering), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mrs. Wayne (Saint John), seconded by Mr. Clark (Calgary Centre), moved, -- That this House call on the government to eliminate the barriers in the Letter of Interest to the aerospace industry, which impede a fair and open Maritime Helicopter Project, and that maritime procurement be conducted on a ``best value to the Canadian taxpayers'' basis, in accordance with the Treasury Board guidelines.

Debate arose thereon.

Mr. Hearn (St. John's West), seconded by Mr. Keddy (South Shore), moved the following amendment, -- That the motion be amended by adding the word ``immediately'' before the word ``eliminate''.

By unanimous consent, on motion of Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Collenette (Minister of Transport), seconded by Ms. Bradshaw (Minister of Labour), Bill C-14, An Act respecting shipping and navigation and to amend the Shipping Conferences Exemption Act, 1987 and other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting shipping and navigation and to amend the Shipping Conferences Exemption Act, 1987 and other Acts''.
