Pursuant to Standing Order 32(2), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, — Government response, pursuant to Standing Order 36(8), to the following petition:

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Ms. Dalphond-Guiral (Laval Centre) presented the Report of the Canadian Section of the Canada-France Inter-Parliamentary Association concerning its participation at the 31st Annual Meeting of the Canada-France Interparliamentary Association, held in Toronto, New Brunswick, Nova Scotia and Prince Edward Island, from September 3 to 10, 2001. — Sessional Paper No. 8565-371-55-02.


Pursuant to Standing Order 34(1), Mrs. Parrish (Mississauga Centre) presented the Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the Defence and Security Committee of the NATO Parliamentary Assembly, held in Washington, D.C., and Tampa, Florida, from January 27 to February 2, 2002. — Sessional Paper No. 8565-371-50-11.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any ruling of the Chair, and recognizing the importance of maintaining the integrity of the supply process, the party allotment of opposition motions on allotted days and their votable status during a normal supply year beginning July 1 and ending June 30, be as follows: the Canadian Alliance shall be allotted 11 days in total with no more than eight being allowed to come to a vote; the Bloc Québécois shall be allotted six days in total with no more than four being allowed to come to a vote; the New Democratic Party shall be allotted two days in total with no more than one being allowed to come to a vote; and the Progressive Conservative Democratic Representative Caucus shall be allotted two days in total with no more than one being allowed to come to a vote.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

— by Mrs. Ur (Lambton--Kent--Middlesex) , one concerning sexual and violent content in the media (No. 371-0603);

Questions on Order Paper

Pursuant to Standing Order 39(7), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an order for return:

    Q-104 — Mr. Williams (St. Albert) — With regard to performance pay for public servants in the Executive (EX) category and the Deputy Minister (DM) category in fiscal year 2000-01 for each department, agency or Crown corporation: (a) how many employees received performance pay, broken down by EX level (i.e. EX-1, EX-2, etc.); (b) how many employees are there in each EX level; (c) how many employees received performance pay, broken down by DM level (i.e. DM-1, DM-2, etc.); (d) how many employees are there at each DM level; and (e) what was the total amount paid out in performance pay? — Sessional Paper No. 8555-371-104.

Notices of Motions for the Production of Papers

It was ordered, — That an Order of the House do issue for copies of all documents, reports, memos, letters, invoices, e-mails and correspondence of any kind pertaining to the $612,250 effectiveness study conducted by Groupaction Marketing regarding the government's sponsorship of hunting, fishing and recreation events. The Notice of Motion for the Production of Papers P-41 was called pursuant to Standing Order 97(1) and was withdrawn.

Government Orders

The Order was read for the third reading of Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001.

Mr. Goodale (Leader of the Government in the House of Commons) for Mr. Martin (Minister of Finance) , seconded by Mr. Kilgour (Secretary of State (Asia-Pacific)) , moved, — That the Bill be now read a third time and do pass.

Private Members' Business

At 6:12 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Hill (Prince George--Peace River) , seconded by Mr. Herron (Fundy--Royal) , moved, — That, in the opinion of this House, the government should consider amending the Canada Elections Act in order to grant the right to vote to those residing in Canada with landed immigrant status. (Private Members' Business M-122)

Debate arose thereon.
