Thursday, March 29, 2001
The Standing Committee on National Defence and Veterans Affairs met in a televised session at 4:10 p.m., this day, in Room 237-C, Centre Block, the Chair, David Pratt, presiding.
Members of the Committee present: Claude Bachand, Peter Goldring, Judi Longfield, John O'Reilly, David Pratt, David Price, Carmen Provenzano, Geoff Regan, Peter Stoffer and Elsie Wayne.
Acting Members present: Peter Adams for Bob Wood, Rodger Cuzner for Bryon Wilfert, Garry Breitkreuz for Art Hanger.
Other Member present: Leon Benoit.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.
Appearing: From the Department of Veterans Affairs Canada: The Hon. Ronald J. Duhamel, Minister of Veterans Affairs.
Witnesses: From the Department of Veterans Affairs Canada: Larry Murray, Deputy Minister; Brian Chambers, Chair, Veterans Review and Appeal Board; Keith Hillier, Assistant Deputy Minister, Corporate Services; Darragh Mogan, Acting Assistant Deputy Minister, Veterans Services.
Pursuant to an Order of Reference of the House dated Tuesday, February 27, 2001, a study of the Main Estimates 2001-2002 -- Votes 1, 5 and 10 under Veterans Affairs.
The Minister made an opening statement and, with the witnesses, answered questions.
The Committee proceeded to the consideration of its future business.
John O'Reilly moved, - That Paula Richmond be invited to appear before the Standing Committee on National Defence and Veterans Affairs within the next four weeks, to present the case of her son, Corporal Christian McEachern and to discuss her concerns regarding post-traumatic stress disorder (PTSD), as it is affecting members of Canada’s forces.
On motion of David Price, it was agreed, - That the motion be stood and referred to the Sub-Committee on Agenda and Procedure for consideration.
Peter Stoffer moved, - That Colonel Handley from Canadian Forces Base, Greenwood be called to appear before the Committee to respond to comments made regarding the re-deployment of the Sea-King helicopters; and that Colonel Atkitt from Canadian Forces Base, Shearwater be called to appear before the Committee to discuss the future role of Shearwater and the possible re-deployment of the Sea-King helicopters.
On motion of Judy Longfield, it was agreed, - That the motion be stood and referred to the Sub-Committee on Agenda and Procedure for consideration.
At 5:50 p.m., the Committee adjourned to the call of the Chair.
