Meeting No. 67

Tuesday, February 19, 2002

The Standing Committee on Industry, Science and Technology met at 9:10 a.m. this day, in Room 308, West Block.

Members of the Committee present: Larry Bagnell, Stéphane Bergeron, Bev Desjarlais, Walt Lastewka, Dan McTeague, Charlie Penson, James Rajotte, Andy Savoy, Brent St. Denis and Joseph Volpe.

Acting Members present: Ovid Jackson for Susan Whelan, Marlene Catterall for Paddy Torsney and Bob Speller for Claude Drouin.

Other Member present: Sophia Leung.

In attendance: From the Library of Parliament: Dan Shaw and Lalita Acharya, Research Officers.

Witnesses: From the Hong Kong Legislative Council Delegation: LUI Ming-wah, JP; Michael MAK Kwok-fung; WONG Yu-hong; Fred LI Wah-ming, JP; Tommy Cheung Yu-yan, JP; Yeung Yiu-chung, BBS; CHAN Kwok-keug; WONG Sing-Chi; Sandy Chu, Legislative Council Secretariat. From the Hong Kong Economic and Trade Office: Rosanna Ure, Director; Kenneth Cheng, Deputy Director.

Pursuant to Standing Order 106(2), Election of a Chair.

The Clerk of the Committee presided over the election of the Chair.

Dan McTeague, seconded by Charlie Penson, moved, - That Walt Lastewka be the Chair of the Committee.

The question being asked on the motion, Walt Lastewka was elected Chair of the Committee.

Walt Lastewka took the Chair.

Pursuant to Standing Order 106(2), election of a Vice-Chair.

The Chair presided over the election of the Vice-Chair (Government).

Andy Savoy moved, - That Paddy Torsney be elected Vice-Chair (Government) of the Committee.

The question being asked on the motion, it was negatived.

Joseph Volpe moved, - That Dan McTeague be elected Vice-Chair (Government) of the Committee.

The question being put on the motion, Dan McTeague was elected Vice-Chair (Government) of the Committee.

At 9:15 a.m., the Committee proceeded to sit in camera.

Pursuant to Standing Order 108(2), the Committee proceeded to consider the topic of the Three Federal Granting Agencies, Peer Review Funding, and the Canada Research Chairs Program.

At 10:54 a.m., the sitting was suspended.

At 10:55 a.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee proceeded to meet with a delegation from the Hong Kong Legislative Council on the subject of industry.

Lui Ming made an opening statement and with the other members of the delegation and members of the Committee proceeded to a discussion.

At 11:55 a.m., the Committee adjourned to the call of the Chair.
