MINUTES OF PROCEEDINGS

Meeting No. 62

Tuesday, December 11, 2001

The Standing Committee on Industry, Science and Technology met in camera at 9:08 a.m. this day, in Room 209, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Larry Bagnell, Stéphane Bergeron, Claude Drouin, Walt Lastewka, Dan McTeague, Charlie Penson, Andy Savoy, Brent St. Denis, Joseph Volpe and Susan Whelan.

Other Member present: Pat Martin.

In attendance: From the Library of Parliament: Dan Shaw, Research Officer.

The Committee proceeded in camera to its future business.

It was agreed, -- That the Committee the Research staff prepare a work plan on regulatory issues affecting Canada, the United States and Mexico with a view of the Committee undertaking a study in the new year.

It was agreed, -- That the Committee hold further roundtables on the topic of competition law and policy; that the roundtables be held, if possible, the week of February 4, 2002; that research staff prepare a draft report based on the evidence obtained at the December 4, 2001 roundtables for consideration by the Committee during the week of January 28, 2002; and, that the Commissioner of the Competition Bureau and his officials be invited to appear before the Committee in order to assist the members in preparing for the roundtables.

It was agreed, -- That the Committee invite Credit Unions, “la Caisse Desjardins”, and other lending institutions such as the Atlantic Canada Opportunities Agency (ACOA) and the Western Diversification Agency (WED) on the topic of small and medium size enterprise bank lending.

It was agreed, -- That the Committee review the Report of the BDC entitled “Supporting Small Business Innovation:  Review of the Business Development Bank of Canada” prepared by Industry Canada pursuant to Section 36 (3) of the BDC Act.

It was agreed, -- That the Committee hold hearings on each of the following topics:

·        the Sustainable Cities Initiative;

·        the Broadband Taskforce;

·        the Regulations of the Patent Act;

·        the processing of gas which flows into the Alaska Pipeline into chemicals and plastics; and gas competition and the access of gas, both on the east and west coast in the case of failure.

It was agreed, -- That the Research staff prepare a background note on the question of the preservation of the infrastructure of Petrolia, the site of the earliest oil discovery in North America.

It was agreed, -- That the Committee continue its hearings on the federal granting agencies in accordance with the December’s 2001 updated research plan dated prepared by the Library of Parliament.

It was agreed, -- That the Committee submit to the following dates to the House Leaders seeking to permission to travel on the studies on regulations and on the federal granting process and science policies.

·        Washington, DC:  February 11, 12 and 13, 2002;

·        Europe:  February 25, 26, 27, 28 and 29th, 2002 or

·        March 18, 19, 20, 21 and 22nd, 2002.

At 10:29 a.m., the Committee adjourned to the call of the Chair.
