The Standing Committee on Industry, Science and Technology met at 9:08 a.m. this day, in Room 308, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Larry Bagnell, Stéphane Bergeron, Claude Drouin, Walt Lastewka, Dan McTeague, Charlie Penson, James Rajotte, Andy Savoy, Brent St. Denis, Chuck Strahl, Paddy Torsney, Joseph Volpe and Susan Whelan.

In attendance: From the Library of Parliament: Dan Shaw, Geoffrey P. Kieley, Lalita Acharya, Research Officers.

Witnesses: From the Department of Industry: Konrad von Finckenstein, Commissioner of Competition, Competition Act, Competition Bureau; Marcel Morin, Acting Assistant Deputy Commissioner of Competition, Legislative Affairs Division, Competition Policy Branch; François-Bernard Côté, Director, Competition Law Division, Departmental Legal Services.

The Order of Reference dated Thursday, May 3, 2001, being now read as follows:

ORDERED, -- That Bill C-23, An Act to amend the Competition Act and the Competition Tribunal Act be now read a second time and referred to the Standing Committee on Industry, Science and Technology.

The Chair called Clause 1.

The Commissioner made an opening statement and, with the other witnesses answered questions.

At 10:50 a.m., the Committee adjourned to the call of the Chair.
