Tuesday, May 29, 2001

The Standing Committee on Industry, Science and Technology met at 9:22 a.m. this day, in Room 362, East Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Reg Alcock, Pierre Brien, John Cannis, Jocelyne Girard-Bujold, Marlene Jennings, Walt Lastewka, Dan McTeague, Charlie Penson, Andy Savoy, Paddy Torsney and Susan Whelan.

Acting Member present: Réal Ménard for Jocelyne Girard-Bujold.

In attendance: From the Library of Parliament: Geoffrey P. Kieley, Research Officer.

Appearing: The Hon. Martin Cauchon, Secretary of State, (Economic Development Agency of Canada for the Regions of Quebec).

Witnesses: From Health Canada: David Lee, Patent Officer - Legal, Therapeutic Products Division, Health Products and Food Branch; Anne Bowes, Patent Officer - Science, Submission and Information Policy Division, Bureau of Policy and Coordination, Therapeutic Products Programme.

Pursuant to the Order of Reference of the House dated February 27, 2001, Main Estimates for the fiscal year ending March 31, 2002, Votes 1, 5, L10, L15, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100, 105, 110, 115, 120 and 125, under INDUSTRY.

The Hon. Martin Cauchon made an opening statement and answered questions.

At 10:00 a.m., the sitting was suspended.

At 10:05 a.m., the sitting resumed.

Pursuant to its Order of Reference of Tuesday, May 15, 2001, the Committee resumed consideration of Bill S-17, An Act to amend the Patent Act (See Minutes of Proceedings, Tuesday, May 15, 2001, Meeting No. 24).

David Lee made an opening statement and with Anne Bowes answered questions.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
