MINUTES OF PROCEEDINGS

Meeting No. 11

Thursday, May 17, 2001

The Standing Committee on Canadian Heritage met in camera at 9:07 a.m. this day, in Room 209, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Paul Bonwick, Sarmite Bulte, Rodger Cuzner, Christiane Gagnon, Cheryl Gallant, Gurmant Grewal, John Harvard, André Harvey, Loyola Hearn, Wendy Lill, Clifford Lincoln, Shawn Murphy.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Joe Jackson and Terry Thomas, Research Officers.

Appearing: From the Department of Canadian Heritage: Sheila Copps, Minister of Canadian Heritage.

Witnesses: From the Department of Canadian Heritage: Alex Himelfarb, Deputy Minister; Michael Wernick, Assistant Deputy Minister, Cultural Development; Yazmine Laroche, Assistant Deputy Minister, Portfolio and Corporate Affairs; Hélène Gosselin, Assistant Deputy Minister, Strategic Policy; John Klimczak, Director General, Financial Management.

Orders of the Day:

  1. In accordance with its mandate under Standing Order 108(2), future business of the Committee.
  2. Main Estimates for the fiscal year ending March 31, 2002.

The Committee proceeded to discuss future business (in camera).

It was agreed, - That, in relation to the Committee's Study on Bill C-10, An Act respecting the national marine areas of Canada, the hearings be conducted in a round table format from 9:30 - 11:30 a.m. and 12:00 - 2:00 p.m. on Thursday, May 31 and Tuesday, June 5, 2001, and that the Committee proceed to clause by clause consideration of the bill at 3:30 p.m. on Tuesday, June 5, 2001.

It was agreed, - That, in relation to the Committee's Study on the State of the Canadian Broadcasting System the Committee travel to the territorial capitals, Iqaluit, Yellowknife and Whitehorse, and to Halifax, NS, Fredericton, NB, Charlottetown, PEI and St. John's, Nfld in October 2001 and to provincial capitals in western and central Canada in March 2001; and from time to time, make day site visits to broadcasting installations in and around Ottawa.

ORDERED: That the Clerk of the Committee prepare an operational budget for the fiscal year ending March 31, 2002, and a travel budget for the proposed itineraries for October 2001.

At 9:55 a.m., the sitting was suspended.

At 10:00 a.m., the sitting resumed in public.

The Order of Reference dated Tuesday, February 27, 2001 being read as follows: ORDERED,- That the Main Estimates for the fiscal year ending March 31, 2002, laid upon the Table earlier today, be referred to the Standing Committee on Canadian Heritage -- CANADIAN HERITAGE Votes 1, 5, L10, 15, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100, 105, 110, 115, 125 and 130.

The Chair called Vote 1 under CANADIAN HERITAGE.

The Minister made a statement and answered questions.

At 10:55 a.m., the sitting was suspended.

At 11:00 a.m., the sitting resumed in Room 208 West Block.

The Minister answered questions.

At 11:40 a.m., the Committee adjourned to the call of the Chair.
