In accordance with its mandate under Standing Order 108(1), your Committee established a Sub-Committee and assigned it the responsibility of examining human rights and international development.

Conformément au mandat que lui confère l’article 108(1) du Règlement, votre Comité a mis sur pied un Sous-Comité et lui a donné le mandat d’examiner les questions concernant les droits de la personne et le développement international.

The Sub-Committee submitted its Second Report to the Committee on April 30, 2002.

The Sub-Committee on Human Rights and International Development has recently held hearings on the situation in Zimbabwe.  At its meeting on April 18 2002, the Sub-Committee adopted the following resolution for the consideration of the Standing Committee on Foreign Affairs and International Trade and requests that the Committee table the resolution in the House as a report of the Committee at the earliest opportunity.

Le Sous-comité des droits de la personne et du développement international du Comité permanent des affaires étrangères et du commerce international a récemment tenu des audiences sur la situation au Zimbabwe.  À sa réunion du 18 avril 2002, le Sous-comité a adopté la résolution suivante pour la soumettre au Comité permanent des affaires étrangères et du commerce international. Il demande au Comité de déposer la résolution à la Chambre en tant que rapport du Comité dans les meilleurs délais.

Strongly condemning Zimbabwe’s President Robert Mugabe’s flagrant abuse of human rights, and his refusal to uphold the principles of democracy and the rule of law before, during and after the Presidential election on 9-10 March, 2002;

Recalling the attempt by the Commonwealth to encourage a change in these policies;

Recalling the decision of both the European Union and the United States to impose “targeted sanctions” on the Mugabe regime;

Noting the report of the Commonwealth Observers Group to the Zimbabwean Presidential election, including its conclusion that “the conditions in Zimbabwe did not adequately allow for a free expression of will by the electors;”

Applauding the decision as a result to suspend Zimbabwe from the councils of the Commonwealth for one year;

Acknowledging the need to encourage national reconciliation in Zimbabwe;

Applauding the Government of Canada’s decision to freeze project funding and prevent Mr. Mugabe and senior associates from visiting Canada;

Noting that torrential rains in Zimbabwe have exacerbated problems with food supply and famine is now anticipated;

Noting that Non-Governmental Organizations in the field have underlined the need to maintain contact with the Government of Zimbabwe in order to assist in meeting humanitarian needs there;

Noting the work undertaken by Canadian NGO’s to help address the problems in Zimbabwe, including the twinning of Canadian and Zimbabwean legislators;

 The Sub-Committee on Human Rights and International Development recommends that the Government of Canada continue to grant humanitarian aid to NGOs recognized by Canada and currently working in Zimbabwe in order to help them cope with the anticipated humanitarian crisis.

The Government of Canada should also:

1)           Argue that Zimbabwe not be invited to the Commonwealth Games, to be held in Manchester, United Kingdom,  from July 25 through August 4, 2002;

2)          Urge Commonwealth member countries and other nations to prevent Mr. Mugabe and senior members of his regime from visiting their countries, and take other measures, such as freezing the assets of Mr. Mugabe and 19 identified members of his leadership, and encouraging other countries to do the same;

3)           Continue the current Canadian policy of not selling any military goods to Zimbabwe, and encourage Commonwealth member countries and the international community to impose an arms embargo on that country;

4)           As with Canada’s support for an European Union sponsored initiative at the 58th session of the United Nations Commission on Human Rights, encourage the international community to take appropriate action against Zimbabwe, including through the United Nations High Commissioner for Human Rights;

5)           Continue to work with regional allies to address the immediate humanitarian needs of Zimbabweans.

Condamnant fermement les violations flagrantes des droits de la personne commises par le président du Zimbabwe, Robert Mugabe, et son refus de respecter les principes de la démocratie et la règle de droit avant, pendant et après les élections présidentielles des 9 et 10 mars 2002;

Rappelant les efforts faits par le Commonwealth pour encourager un changement d’orientation;

Rappelant la décision de l’Union européenne et des États-Unis d’imposer des « sanctions ciblées » contre le régime Mugabe;

Notant que le Groupe d’observateurs du Commonwealth aux élections présidentielles du Zimbabwe a conclu dans son rapport que les conditions au Zimbabwe n’ont pas suffisamment permis aux électeurs d’exprimer librement leur volonté;

Saluant la décision subséquente d’exclure le Zimbabwe des conseils du Commonwealth durant un an;

Reconnaissant la nécessité de favoriser la réconciliation nationale au Zimbabwe;

Saluant la décision du gouvernement du Canada de suspendre le financement de ses projets et d’interdire à M. Mugabe et à ses proches collaborateurs de se rendre au Canada;

Sachant que les pluies torrentielles tombées au Zimbabwe ont exacerbé les problèmes de nourriture et qu’on s’attend maintenant à une famine;

Notant que les organisations non gouvernementales sur le terrain ont souligné la nécessité de rester en contact avec le gouvernement du Zimbabwe afin de faciliter l’action humanitaire;

Notant le travail entrepris par les ONG canadiennes pour corriger les problèmes au Zimbabwe, y compris le jumelage de législateurs de ce pays et du Canada;

Le Sous-comité des droits de la personne et du développement international recommande que le gouvernement du Canada continue d’accorder une aide humanitaire aux ONG reconnues par le Canada et oeuvrant actuellement au Zimbabwe pour les aider à faire face à la crise humanitaire prévue.

Le gouvernement du Canada devrait également :

1)          Soutenir que le Zimbabwe ne soit pas invité aux Jeux du Commonwealth qui se tiendront à Manchester, Royaume Uni du 25 juillet au 4 août 2002;

2)         Exhorter les pays membres du Commonwealth et les autres pays à empêcher la venue sur leur territoire de M. Mugabe et de ses collaborateurs et à prendre d’autres mesures comme geler les avoirs de M. Mugabe et de 19 personnes identifiées de son entourage et encourager d’autres pays à faire de même;

3)         Poursuivre sa politique consistant à ne vendre aucun matériel militaire au Zimbabwe et encourager les pays membres du Commonwealth et la communauté internationale à imposer un embargo sur les armes à l’égard de ce pays;

4)         Outre l’appui du Canada à l’initiative parrainée par l’Union européenne à la 58e session de la Commission des droits de l’homme de l’ONU, encourager la communauté internationale à prendre des mesures appropriées contre le Zimbabwe notamment par l’intermédiaire du Haut Commissaire aux droits de l’homme de l’ONU;

5)         Continuer de collaborer avec les alliés régionaux pour répondre aux besoins humanitaires immédiats des Zimbabwéens.
