Meeting No. 44

Monday, February 4, 2002

The Standing Committee on Citizenship and Immigration met in a televised session at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Mark Assad, Yvon Charbonneau, Madeleine Dalphond-Guiral, Joe Fontana, Paul Forseth, Anita Neville, Jerry Pickard, David Price, Judy Wasylycia-Leis, Lynne Yelich.

In attendance: From the Library of Parliament: Benjamin Dolin; Margaret Young, Analysts.

Pursuant to Standing Order 108(2) – the Committee resumed its review of Regulations under the new Immigration and Refugee Protection Act.

Witnesses : From the Coalition for a Just Immigration & Refugee Policy: Avvy Yao-Yao Go, Clinic Director, Metro Toronto Chinese & Southeast Asian Legal Clinic. From the United Nations High Commissioner for Refugees: Judith Kumin, Representative in Canada; Kim Mancini, Regional Legal Officer. From the Canada Employment and Immigration Union: Cres Pascucci, National President; Janina Lebon, National Vice-President. From the National Action Committee on the Status of Women: Sungee John, Chair of the Immigration Committee and Actions Treasurer for NACS. From the Association of Immigration Counsels of Canada: John P. Ryan, National President; Joseph Kenney, First National Vice President. From the National Association of Women and the Law: Andrée Côté, Director, Legislation and Law Reform; Chantale Tie, Lawyer.

Avvy Yao-Yao Go made an opening statement and answered questions.

Judith Kumin made an opening statement and with Kim Mancini answered questions.

Cres Pascucci made an opening statement and with Janina Lebon answered questions.

John P. Ryan made an opening statement and with Joseph Kenney answered questions.

Chatale Tie made an opening statement and with Andrée Côté answered questions.

Sungee John made an opening statement and answered questions.

At 6:14 p.m. the sitting was suspended.

At 6:20 p.m. the sitting was resumed.

On motion of Jerry Pickard, it was agreed, - That the Committee undertake a study on «Competing for immigrants» and travel in order to visit Canadian immigration processing Missions abroad.

On motion of David Price, it was agreed, - That the Committee adopt the proposed travel itinerary  ( Europe-India-Asia) to take place from April 13 to April 25, 2002 in relation to its study on “Competing for Immigrants”.

On motion of David Price, it was agreed, - That the Committee adopt the following travel budgets

 

            Group 1  Europe                                  $49,254.00

 

            Group 2  India                                      $86,056.00

 

            Group 3  Asia                                       $78.395.00

 

 

            And that the Chair presents it to the Liaison Committee for its approval.

At 6:30 p.m., the Committee adjourned to the call of the Chair.
