Meeting No. 22

Tuesday, May 8, 2001

The Standing Committee on Citizenship and Immigration met in a televised session at 8:40 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Mark Assad, Madeleine Dalphond-Guiral, Joe Fontana, John Herron, Steve Mahoney, Gurbax Malhi, Inky Mark, John McCallum, Anita Neville, Jerry Pickard, Yolande Thibeault, Judy Wasylycia-Leis, Lynne Yelich.

In attendance: From the Library of Parliament: Jay Sinha, Researcher.

Appearing: From the Citizenship and Immigration Canada: The Hon. Elinor Caplan, Minister of Citizenship and Immigration.

Witnesses: From the Citizenship and Immigration Canada: Daniel Costello, Executive Assistant to the Minister; Amanda Sussman, Special Assistant to the Minister, Policy; Michel Dorais, Deputy Minister; Joan Atkinson, Assistant Deputy Minister, Policy and Program Development. From the Immigration and Refugee Board: Peter Showler, Chairperson; Philip Palmer, Senior General Counsel and Director General of Legislative implementation, Legislative Implementation Project Office.

Pursuant to its Order of Reference of Tuesday, February 27, 2001, the Committee resumed consideration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger (See Minutes of Proceedings, Thursday, March 1st, 2001, Meeting No. 2).

The Minister of Citizenship and Immigration made an opening statement and answered questions.

Peter Showler and Philip Palmer answered questions.

At 11:18 a.m., the Committee adjourned to the call of the Chair.
