Thursday, March 14, 2002

The Standing Committee on Agriculture and Agri-Food met at 9:08 a.m. this day, in Montmagny, Quebec, the Chair, Charles Hubbard, presiding.

Members of the Committee present: David L. Anderson, Rick Borotsik, Claude Duplain, Howard Hilstrom, Charles Hubbard, Larry McCormick, Dick Proctor, Paul Steckle, Rose-Marie Ur.

Acting Member present: Odina Desrochers for Suzanne Tremblay.

In attendance: From the Library of Parliament: Jean-Denis Fréchette, Researcher.

Witnesses: From the "Institut de technologie agroalimentaire": André Simard, General Manager. From the "Centre de référence en agriculture et agroalimentaire du Québec": Ghislain Cloutier. From the "Union paysanne": Maxime Laplante. From the "Union des producteurs agricoles de la Côte-du-Sud": Louis J. Desjardins, President; Johanne Laplante. From the "Fédération des producteurs de lait du Québec": Marcel Groleau, 1st Vice-President. From Laval University: Gaston St-Laurent, Faculty of Agriculture and Food Science. From the "Coalition Urgence Rurale": Adéodat St-Pierre. From the "Union des producteurs agricoles du Bas St-Laurent": Gilles Proulx; Jean-Claude Parenteau. From the "Société de la protection des forêts contre les insectes et maladies": Gilles Trudel.

Pursuant to Standing Order 108(2), the committee resumed its study of the Future Role of the Government in Agriculture.

Moved by Howard Hilstrom, seconded by Odina Desrochers,--That, in relation to its examination of the Future Role of the Government in Agriculture, eight (8) members of the Standing Committee on Agriculture and Agri-Food and the necessary staff be authorized to travel to Washington, D.C., for a period of three (3) days during the month of April, 2002.

The motion was agreed to.

Moved by Howard Hilstrom,-That the committee approve a budget of $42,368 to cover the costs of this travel and that the Chair be instructed to request these funds from the Liaison Committee.

The motion was agreed to.

At 9:20 a.m., Claude Duplain took the Chair.

The witnesses made statements and answered questions.

At 12:03 p.m., the Committee adjourned to the call of the Chair.
