The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 3:35 p.m. this day, in Room 253-D, Centre Block, the Chair, Raymond Bonin, presiding.

Member(s) of the Committee present: Larry Bagnell, Gérard Binet, Raymond Bonin, Serge Cardin, David Chatters, Nancy Karetak-Lindell, Benoît Serré, Guy St-Julien.

Acting Member(s) present:  Gerald Keddy for Inky Mark.

In attendance: From the Library of Parliament: Jean-Luc Bourdages; Mary Hurley and Carole Hilling, research officers.

Appearing: From the House of Commons: Herb Dhaliwal, Minister of Natural Resources.

Witness(es): From the Department of Natural Resources: Dr. Peter Harrison, Deputy Minister;  Dan Whelan, Director General, Energy Resources Branch, Energy Sector; Bruce Holden, Assistant Deputy Minister, Corporate Services Sector; Richard Haworth, Assistant Deputy Minister, Minerals and Metals Sector; David Oulton, Head, Climate Change Secretariat.

Pursuant to the Order of Reference of the House dated February 27, 2001, Main Estimates for the fiscal year ending March 31, 2003, Votes 1, 5, 10, 15, 20, 25 and 30 under NATURAL RESOURCES.

The Chairman called Vote 1 under NATURAL RESOURCES.

The Minister, Herb Dhaliwal made an opening statement and, with the witnesses, answered questions.

At 5:12 p.m., the Committee adjourned to the call of the Chair.
