Meeting No. 23

Tuesday, October 23, 2001

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:00 a.m. this day, in Room 371, West Block, the Chair, Raymond Bonin, presiding.

Member(s) of the Committee present: Larry Bagnell, Gérard Binet, Raymond Bonin, Serge Cardin, Jean-Guy Carignan, Reed Elley, John Finlay, Nancy Karetak-Lindell, Pat Martin, Benoît Serré, Guy St-Julien, Maurice Vellacott.

Acting Member(s) present: Deborah Grey for Gerald Keddy.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Mary Hurley, Research Officers.

Witness(es): From the Nunavut Tunngavik Incorporated: James Eetoolook, President; John Merritt, Legal Counsel. From the Nunavut Water Board: Thomas Kudloo, Chair; William A. Tilleman, Legal Counsel;  Philippe di Pizzo, Executive Director.  From the Inuit Tapirisat of Canada: Jose Kusugak, President; Michael d'Eça, Legal Adviser.

Pursuant to its Order of Reference of Thursday, September 27, 2001, the Committee resumed consideration of Bill C-33, An Act respecting the water resources of Nunavut and the Nunavut Surface Rights Tribunal and to make consequential amendments to other Acts (See Minutes of Proceedings, Tuesday, October 16, 2001, Meeting No. 21).

James Eeetoolook, Thomas Kudloo and Jose Kusugak made statements.

John Merritt, James Eeetoolook, William Tilleman, Jose Kusugak, Michael d’Eça, Philippe diPizzo answered questions.

It was agreed, - That the Committee resume in camera to discuss future business.

At 12:55 p.m. the sitting was suspended.

At 12:58 p.m., the sitting resumed in camera.

It was agreed, - That representatives from Ontario Power Generation Incorporated, Hydro-Quebec, New Brunswick Power Corporation, and Atomic Energy of Canada Limited be invited to appear before the Committee on Thursday, November 1st 2001 from 11:00 a.m. to 1:00 p.m. regarding Bill C-27.

It was agreed, - That representatives from the Assembly of First Nations and Inuit Tapirisat of Canada be invited to appear before the Committee on Tuesday, November 6, 2001, from 11:00a.m. to 1:00 p.m. regarding Bill C-27.

It was agreed, - That a representative from each of Sierra Club of Canada, Northwatch (North Bay) and Concerned Citizens of Manitoba be invited to appear before the Committee on Thursday, November 8, 2001 from 11:00 a.m. to 12:00 p.m. regarding Bill C-27.

It was agreed, - That the Committee proceed to clause by clause consideration of Bill C-27 on Thursday, November 8, 2001 from 12:00 p.m. to 2:00 p.m.

It was agreed, - That Departmental Officials be invited to appear on Tuesday, November 20, 2001 from 11:00 a.m. to 1:00 p.m. to brief the Committee on Bill C-37.

At 1:10 p.m., the Committee adjourned to the call of the Chair.
