MINUTES OF PROCEEDINGS

Meeting No. 12

Thursday, May 3, 2001

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:08 a.m. this day, in Room 308, West Block, the Chair, Nancy Karetak-Lindell, presiding.

Member(s) of the Committee present: Gérard Binet, Jean-Guy Carignan, David Chatters, Rodger Cuzner, John Finlay, John Godfrey, Nancy Karetak-Lindell, Richard Marceau, Pat Martin, Guy St-Julien.

Acting Member(s) present: Bob Wood for Larry Bagnell; Myron Thompson for Reed Elley; Betty Hinton for Maurice Vellacott.

In attendance: From the Library of Parliament: Jean-Luc Bourdages; Mary Hurley, research officers.

Appearing: From the Department of Aboriginal Affairs, Northern Development and Natural Resources: The Honourable Robert Nault.

Witness(es): From Indian Affairs and Northern Development: Gordon Shanks, Assistant Deputy Minister, Corporate Services.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to a discussion of future business.

The Chair presented the First Report of the Sub-Committee on Agenda and Procedure of the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Richard Marceau moved, - That the French text of the second recommendation of the Report be modified by replacing the word "insiste" with the following: "exige".

The motion was unanimously adopted.

John Godfrey moved, - That the English text of the second recommendation of the Report be modified by replacing the word "insisting" with the following: "demanding".

The motion was unanimously adopted.

Par Martin moved, - That the second recommendation of the Report be modified by replacing "from 11:00 to 13:00" with the following: "at 11:00 a.m."

The motion was unanimously adopted.

John Finlay moved, - That the Committee concur in the recommendations of the Report as amended.

The motion was unanimously adopted.

John Godfrey moved, - That the Committee concur in the conclusions of the Fourth Report (36th parliament, 2nd Session) of the former Standing Committee on Natural Resources and Government Operations entitled "Forest Management Practices in Canada as an International Trade Issue" which was previously presented to the House on June 27, 2000 and that the Committee present these conclusions to the House, requesting a comprehensive Government Response.

Pursuant to the Order of Reference of the House dated February 27, 2001, Main Estimates for the fiscal year ending March 31, 2002, Votes 1, 5, 10, 15, L20, L25, L30, 35, 40, 45 and 50 under INDIAN AND NORTHERN AFFAIRS.

The Chair called Vote 1.

The Minister made a statement.

The Minister and Gordon Shanks answered questions.

It was agreed, - That the Chair call the Votes.

The Chair called the Votes individually, 1, 5, 10, 15, L20, L25, L30, L35, 40, 45 and 50 were carried unanimously.

It was agreed, - That the Chair report these Votes to the House.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
