MINUTES OF PROCEEDINGS

Meeting No. 23

Thursday, May 4, 2000

The Standing Committee on Public Accounts met in camera at 3:55 p.m. this day, in Room 269, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Hec Clouthier, John Finlay, Steve Mahoney, Philip Mayfield, Beth Phinney, John Richardson, Judy Sgro and John Williams.

Acting Member present: Andy Scott for Mac Harb.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Pursuant to Standing Order 108(3)(e), the Committee resumed consideration of a Draft Report respecting Chapter 18 (Public Works and Government Services Canada - Alternative Forms of Delivery: Contracting for Property Management Services) and Chapter 27 (National Defence - Alternative Service Delivery) of the September and November 1999 Reports of the Auditor General of Canada.

It was agreed, - That the Draft Report, as amended, be concurred in.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was ordered, - That the Report, as amended, be presented by the Chair of the Committee to the House of Commons.

The Chair presented the Fourth Report of the Sub-Committee on Agenda and Procedure which read as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on Public Accounts met on Tuesday, May 2, 2000, and agreed to recommend the following:

  1. That the Committee hold meetings on the following chapters of the April 2000 Report of the Auditor General:
  • Chapter 3 (Citizenship and Immigration Canada - The Economic Component of the Canadian Immigration Program);
  • Chapter 4 (Indian and Northern Affairs Canada - Elementary and Secondary Education);
  • Chapter 6 (Canada Customs and Revenue Agency and Department of Finance - Handling Tax Credit Claims for Scientific Research and Experimental Development);
  • Chapter 7 (Royal Canadian Mounted Police: Services for Canada's Law Enforcement Community).
  1. That the Committee hold a very brief 15 minute meeting with Frank A. Claydon, the recently appointed Secretary of the Treasury Board, to review his appointment pursuant to Standing Order 111.
  2. That the Chair of the Committee be authorized to take, in conjunction with the Clerk of the Committee, the appropriate measures to provide for working dinners for the Committee and its Sub-Committees to be charged to the budget of the Committee.

It was agreed, - That the Fourth Report of the Sub-Committee on Agenda and Procedure be concurred in.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of a Draft Report respecting Chapter 14 (National Health Surveillance: Diseases and Injuries) and Chapter 15 (Management of a Food-Borne Disease Outbreak) of the September 1999 Report of the Auditor General of Canada.

It was agreed, - That the Draft Report, as amended, be concurred in.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was ordered, - That the Report, as amended, be presented by the Chair of the Committee to the House of Commons.

At 4:26 p.m., the Committee adjourned to the call of the Chair.
