Meeting No. 5
Tuesday, November 16, 1999
The Standing Committee on National Defence and Veterans Affairs met at 3:31 p.m. this day, in Room 371, West Block, the Chair, Pat O'Brien, presiding.
Members of the Committee present: Hec Clouthier, Gordon Earle, Peter Goldring, Art Hanger, René Laurin, Judi Longfield, Pat O'Brien, Janko Peric, David Pratt, Elsie Wayne and Bob Wood.
In attendance: From the Library of Parliament: Wolf Koerner and Corinne McDonald, Research Officers.
Witnesses: From Computing Devices Canada: David E. Scott, President and Chief Executive Officer. As Individual: Dr. Bernie Grover.
Pursuant to Standing Order 108 (2), the Committee proceeded to the consideration of future business.
The Chair presented the First Report of the Sub-Committee on Agenda and Procedure which read as follows:
Your Sub-Committee met on Wednesday, November 3, 1999, and agreed to make the following recommendations:
- That starting on November 16, 1999, the Committee schedule meetings on its procurement study and on the subject of the participation of Canada in peace missions and its impact on the quality of life of military personnel.
- That the Committee schedule a meeting with each of the following persons, as early as possible, to discuss various matters of concern to members:
- The Minister of National Defence;
- The Ombudsman of National Defence;
- The Auditor General; and
- General Maurice Baril, Chief of the Defence Staff.
- That the Research Officers prepare a document with suggestions regarding the various topics raised by members at the Sub-Committee meeting.
Bob Wood moved, - That the Minister of Veterans Affairs be invited to appear before the Committee, as soon as possible, in relation to the committee's study on Veterans Issues (Merchant Marine).
After debate, the question being put on the motion, it was agreed to.
On motion of David Pratt, the First Report of the Sub-Committee on Agenda and Procedure was concurred in.
Pursuant to Standing Order 108 (2), the Committee resumed consideration of its study on Contracting and Procurement Policy.
The witnesses made opening statements and answered questions.
At 5:33 p.m., the Committee adjourned to the call of the Chair.
