Thursday, October 5, 2000
The Standing Committee on National Defence and Veterans Affairs met at 9:34 a.m. this day, in Room 362, East Block, the Chair, George Proud, presiding.
Members of the Committee present: Roy Bailey, Hec Clouthier, Gordon Earle, René Laurin, Judi Longfield, Paul Mercier, Janko Peric, David Pratt, David Price, George Proud, Carmen Provenzano and Elsie Wayne.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner, Research Officer.
Appearing: The Honourable. George S. Baker, Minister of Veterans Affairs.
Witnesses: From the Department of Veterans Affairs: Larry Murray, Deputy Minister; Richard Brunton, Director of Portfolio Legislation; Nathalie Bédard, Deputy Director General, Portfolio Executive Services.
The Order of Reference dated Friday, September 22, 2000, being now read as follows:
ORDERED, - That Bill C-41, An Act to amend the statute law in relation to veterans' benefits be now read a second time and referred to the Standing Committee on National Defence and Veterans Affairs.
The Committee proceeded to Clause by Clause consideration of Bill C-41.
On Clause 1
The Minister made a statement and, with Richard Brunton, answered questions.
And the question being put on Clause 1, it was carried.
Clause 2 carried.
Clauses 3 to 15 inclusive carried.
On Clause 16
Carmen Provenzano moved, -- That Bill C-41, in Clause 16, be amended by replacing, in the French version, lines 6 to 8 on page 12 with the following:

The question being put on the amendment, it was agreed to.
And the question being put on Clause 16, as amended, it was carried on division.
Clause 17 carried.
Clauses 18 to 40 inclusive carried.
Clause 41 carried on division.
Clauses 42 to 50 inclusive carried.
Clauses 51 to 60 inclusive carried.
Clauses 61 to 80 inclusive carried.
Clauses 81 to 101 inclusive carried.
By consent, the Committee reverted to Clause 84.
The question being put on Clause 84, it was carried on division.
The Title carried.
The Bill, as amended, carried.
ORDERED, - That the Chair report Bill C-41, An Act to amend the statute law in relation to veterans' benefits, with amendment to the House as the Fourth Report of the Committee.
At 10:32 a.m., the Committee adjourned to the call of the Chair.
