Thursday, June 1st, 2000

The Standing Committee on Justice and Human Rights met at 9:36 a.m. this day, in Room 253-D, Centre Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Jim Abbott, Chuck Cadman, Aileen Carroll, Paul DeVillers, John Maloney, Jacques Saada and Andy Scott.

Acting Members present: John Richardson for Reg Alcock, Hec Clouthier for John McKay and Pauline Picard for Pierrette Venne.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Appearing: From the Ministry of the Solicitor General of Canada: Lawrence MacAulay, Solicitor General of Canada.

Witnesses: From the Department of Justice: Michael Zigayer, Senior Legal Counsel, Criminal Law Policy Section; Stan Cohen, Senior Legal Counsel, Human Rights Law Section. From the Department of National Defence: John Maguire, Director of Law, Military Justice Policy and Research; Jane Harrigan, Director, Pension and Finance Legal Services. The Order of Reference dated Friday, May 12, 2000, being now read as follows:

ORDERED, -- That Bill S-10, An Act to amend the National Defence Act, the DNA Identification Act and the Criminal Code be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

The Minister made an opening statement and with the other witnesses answered questions.

The Committee then proceeded to Clause-by-Clause consideration of the Bill.

The Title carried.

Clause 1 carried.

Clause 2 carried.

Clauses 3 to 26 carried severally.

The Bill carried.

ORDERED, -- That the Chair report Bill S-10 to the House as the 4th Report of the Committee.

At 9:55 a.m., the Committee adjourned to the call of the Chair.
