The Standing Committee on Justice and Human Rights met at 11:07 a.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.
Members of the Committee present: Carolyn Bennett, Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Peter Mancini, John McKay, Jacques Saada, Andy Scott and Pierrette Venne.
In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.
Witnesses: From the Canadian Bar Association: Isabel Schurman, Chair, National Criminal Justice Section; Leandre Rupert-Bailey, Past-Chair, Young Offenders Section of the B.C. Branch; Tamra L. Thomson, Director, Legislation and Law Reform. From the "Barreau du Québec": Carole Brosseau, Lawyer, "Comité en droit criminel"; Denis Jacques, President of the Bar; Me Normand Marquis.
Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).
The witnesses made opening statements and answered questions.
At 11:48 a.m., the sitting was suspended.
At 11:52 a.m., the sitting resumed.
At 12:54 p.m., the Committee adjourned to the call of the Chair.
