MINUTES OF PROCEEDINGS

Meeting No. 25

Tuesday, February 29, 2000

The Standing Committee on Justice and Human Rights met in camera at 9:14 a.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Carolyn Bennett, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Peter Mancini, Jacques Saada, Andy Scott and Pierrette Venne.

Acting Member present: Eric Lowther for Jim Abbott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Coalition for Juvenile Justice: Hélène Le Brun, Adviser, "Centrale de l'enseignement du Québec"; Alain Boisvert, "Centrale de l'enseignement du Québec"; Me Normand Bastien, Director, Montreal Community Legal Centre.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

The Committee proceeded to discuss its future business.

It was agreed, - That the Committee meet in camera at 5:30, Wednesday, March 1, to continue discussions on a witness list for Bill C-23.

At 9:44 a.m., the sitting was suspended.

At 9:45 a.m., the sitting resumed in public.

The witnesses made opening statements and answered questions.

At 11:04 a.m., the Committee adjourned to the call of the Chair.
