Meeting No. 21

Wednesday, February 23, 2000

The Standing Committee on Justice and Human Rights met at 3:43 p.m. this day, in Room 209, West Block, the Vice-Chair, Ivan Grose, presiding.

Members of the Committee present: Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Peter Mancini, John McKay and Jacques Saada.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Manitoba Department of Justice: Bruce A. MacFarlane, Deputy Minister of Justice and Deputy Attorney General; Rob A. Finlayson, Assistant Deputy Attorney General; Greg Graceffo, Assistant Deputy Minister, Corrections. From the Saskatchewan Justice: John Whyte, Deputy Minister of Justice and Deputy Attorney General; Betty Ann Pottruff, Director, Policy, Planning and Evaluation.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

Peter Mancini moved, - That the Committee hear the Minister of Justice from the Province of Manitoba in relation to its study of Bill C-3.

24 hour notice of the motion not having been given, the Chair ruled the motion out of order.

Bruce A. MacFarlane and John Whyte made opening statements and with the other witnesses answered questions.

At 4:41 p.m., the sitting was suspended.

At 5:12 p.m., the sitting resumed.

At 5:58 p.m., the Committee adjourned to the call of the Chair.
