Meeting No. 4

Thursday, November 4, 1999

The Standing Committee on Industry met at 9:16 a.m., this day, in Room 308, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Pierre Brien, John Cannis, Brenda Chamberlain, Antoine Dubé, Walt Lastewka, Gurbax Mahli, Ian Murray, Charlie Penson and Susan Whelan.

Acting Members present: Pat O’Brien for Gerry Byrne; Brent St-Denis for Marlene Jennings and Dan McTeague for Gurbax Mahli.

In attendance: From the Parliamentary Research Branch of the Library of Parliament
: Gérald Lafrenière and Lynne Myers, Research Officers.

Witnesses : From the Canadian Space Agency: William Macdonald Evans. President; Robert S. Lefebvre, Director, Legal Services and Member of the Canadian Delegation responsible for the negotiation of the Civil International Space Station Agreement.; Alain Poirier, Director General, Space Systems. From the Department of Justice : Donald K. Piragoff, General Counsel, Criminal Law Policy Section.

The Order of Reference from the House of Commons dated Tuesday, November 2, 1999, being read as follows:

ORDERED,- That Bill C-4, An Act to implement the Agreement among the Government of Canada, Governments of Member States of the European Space Agency, the Government of Japan, the Government of the Russian Federation, and the Government of the United States of America concerning Cooperation on the Civil International Space Station and to make related amendments to other Acts, be referred to the Standing Committee on Industry.

Clause 1 was postponed pursuant to Standing Order 75(1).

On Clause 2

William Macdonald Evans made an opening statement, presented a video on the Canadian Space Agency and with the other witnesses, answered questions.

At 10:28 a.m., the Committee proceeded to the clause-by-clause examination of Bill C-4.

Clauses 2 to 9 carried, severally.

On Clause 10

Walt Lastewka moved, - That, Clause 10 be amended by replacing line 4 on page 4 with the following :

"amendment takes effect, and shall cause the amendment to be laid before Parliament on any of the first fifteen days that either House of Parliament is sitting after the order is made."

After debate, the question being put on the amendment, it was agreed to.

Clause 10, as amended, carried.

Clauses 11 to 13 carried, severally.

Clause 1 carried.

The Schedule carried.

The Title carried.

The Bill, as amended, carried.

ORDERED, - That, the Chair report Bill C-4, as amended, to the House.

ORDERED, - That, Bill C-4 be reprinted, as amended, as a working copy for the use of the House of Commons, at report stage.

At 11:11 a.m., the Committee adjourned to the call of the Chair.
