SUPPLEMENTARY OPINION OF THE BLOC QUÉBÉCOIS TABLED TO THE STANDING COMMITTEE ON CANADIAN HERITAGE IN THE FRAMEWORK OF ITS STUDY ON BOOK PUBLISHING

The Bloc Québécois is very sensitive to the concerns of the book publishing sector as presented in this report.

The Bloc has reminded the Heritage Committee that the cultural sector, including book publishing, comes under provincial jurisdiction.

Quebec in particular has already taken the initiative of implementing, and successfully, a certain number of measures to support the book publishing sector in Quebec.

Hence, the Bloc Québécois fully understands why the Heritage Committee is eager to recommend to the federal government that it take steps to support the Canadian book publishing sector.

But the Bloc Québécois considers it necessary to reiterate its understanding from the Committee's proceedings that none of the recommendations in this report must be interpreted as challenging the authority or jurisdiction of the provinces, or as opposing or attempting to replace measures already established in Quebec, where the National Assembly is the sole authority on cultural policies and measures of Quebec.
