MINUTES OF PROCEEDINGS

Meeting No. 44

Tuesday, October 17, 2000

The Standing Committee on Canadian Heritage met in camera at 11:17 a.m. this day, in Room 536, Wellington Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Sarmite Bulte, Pierre de Savoye, Deborah Grey, Tony Ianno, Rick Limoges, Dennis Mills, Mark Muise, Andy Scott, Andrew Telegdi and Bryon Wilfert.

Acting Member present : Charles Hubbard for Paul Bonwick.

In attendance: From the Library of Parliament: Terry Thomas, Research Officer.

Pursuant to Standing Order 108(2), consideration of future business of the Committee.

It was agreed, — That the following proposals be part of the Committee Agenda on future business:

- That the Committee seek information from the Secretary of State (Multiculturalism and the Status of Women) regarding the establishment of a Sub-Committee.

- That the Committee invite the Minister of Canadian Heritage to appear to discuss the status of the Canadian Television Fund and the Film Production Fund that she has just announced, and about the Canadian magazine industry assistance fund.

- That the Committee invite the Minister of Canadian Heritage to appear to provide information about the Canadian copyright situation in the context of NICTs, Napster and the WIPO negotiations.

- That the Committee undertake a series of hearings on the issues, from the public interest standpoint, relating to the concentration, through mergers or otherwise, of our Canadian companies working in the fields of telecommunications, information, entertainment, production and content delivery. The hearings will enable the Committee to identify public interest issues, to determine necessary and feasible measures to protect the public interest as required, and to make a series of relevant recommendations.

- That the Committee undertake a study on the future, and the public interest, of Canadian Media in light of recent corporate mergers in the Television, Newspaper, Internet and Cablevision sectors. This would include a review of the regulatory framework of the Broadcast Act and explore options for government to define and protect Canadians in the face of new mega-media conglomerates.

- That the Committee agree to hold a joint meeting with the Culture Commission of the Quebec National Assembly.

- That the Committee invite Park Canada officials to appear.

At 11:38 a.m., the Committee continued sitting in public.

On motion of Pierre De Savoye, it was agreed, -- That the Standing Committee on Canadian Heritage consider the proposal to use Taxation to help creators and study the Quebec and Ireland government experience in this respect.

At 11:49 a.m., the Committee adjourned to the call of the Chair.
