The Standing Committee on Finance met at 9:07 a.m. this day, in Room 307, West Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Maurizio Bevilacqua, Roy Cullen, Albina Guarnieri, Sophia Leung, Richard Marceau, Lorne Nystrom, Karen Redman and Paul Szabo.

Acting Member present: Jim Abbott for Richard Harris.

In attendance: From the Library of Parliament: Jean Soucy and Geoffrey Kieley, Researchers; Marion Wrobel, Senior Analyst.

Appearing: Roy Cullen, Parliamentary Secretary to the Minister of Finance.

The Order of reference dated Thursday, April 6, 2000 was read as follows:

ORDERED: - That Bill C-22, I An Act to facilitate combatting the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence, be now read a second time and referred to the Standing Committee on Finance.

The Chair called Clause 1.

The Parliamentary Secretary made an opening statement and, with other witnesses from the Department of Finance, the Canada Customs and Revenue Agency, the Department of Justice, the Ministry of the Solicitor General of Canada and the Royal Mounted Police, answered questions.

At 10:29 a.m., the Committee adjourned to the call of the Chair.
