Meeting No. 8

Thursday, December 2, 1999

The Standing Committee on Citizenship and Immigration met at 9:07 a.m. this day, in Room 269, West Block, the Vice-Chair, Steve Mahoney, presiding.

Members of the Committee present: Rob Anders, Jean Augustine, Bernard Bigras, John Bryden, Rick Limoges, Steve Mahoney, Pat Martin, John McKay and Andrew Telegdi.

Acting Member present: Paul Forseth for Leon Benoit

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Canadian Bar Association: David Matas, Past Chair, National Citizenship and Immigration Law Section; Betsy R. Kane, Executive Member, National Citizenship and Immigration Law Section. From the "Association québécoise des avocats et avocates en droit de l'immigration": Me Jean-François Fiset, President; Me Pia Zambelli, Member.

Pursuant to Standing Order 108(2), The Committee resumed its study on all aspects of the Refugee Determination System and Illegal Migrants. (See minutes of proceeding of Wednesday, November 3, 1999, meeting No.2).

David Matas and Betsy R. Kane from the Canadian Bar Association made statements.

Jean-François Fiset and Pia Zambelli from the "Association québécoise des avocats et avocates en droit de l'immigration" made statements.

The witnesses answered questions.

At 10:45 a.m., the Committee adjourned until 3:30 p.m. Wednesday, December 8, 1999.
