MINUTES OF PROCEEDINGS

Meeting No. 62

Tuesday, May 11, 1999

The Standing Committee on Public Accounts met at 3:35 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Mark Assad, John Finlay, Mac Harb, Steve Mahoney, Lynn Myers, Gilles-A. Perron, John Williams.

Acting Members present: Caroline Bennett for Eugène Bellemare; Derek Konrad for Philip Mayfield.

In attendance: From the Research Branch of the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: Shahid Minto, Assistant Auditor General; Barry Elkin, Principal, Audit Operations Branch. From the Revenue Canada: Barry Lacombe, Assistant Deputy Minister, Verification, Enforcement and Compliance Research Branch; John Kowalski, Director General, Audit Directorate; Dominique Short, Director General, Compliance Research Directorate.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 2 (Revenue Canada - Underground Economy Initiative) of the April 1999 Report of the Auditor General of Canada.

Shahid Minto and Barry Lacombe made an opening statement and answered questions.

The Chairman presented the Eleventh Report of the Sub-Committee on Agenda and Procedure which read as follows:

The Sub-committee on Agenda and Procedure of the Standing Committee on Public Accounts met on Tuesday, April 27, 1999 and agreed to recommend the following:

  1. THAT, the Committee hold meetings in relation to the following chapters of the April 1999 Report of the Auditor General of Canada:
  • Chapter 4 (Fisheries and Oceans -

Managing Atlantic Shellfish in a Sustainable Manner)

  • Chapter 10 (Indian and Northern Affairs Canada - Funding Arrangements for First Nations: Follow-up)
  • Chapter 2 (Revenue Canada - Underground Economy Initiative)
  • Chapter 6 (Human Resources Development Canada – Accountability for Shared Social Programs: National Child Benefit and Employability Assistance for People with Disabilities)

If time permits:

  • Chapter 3 (Statistics Canada - Managing the Quality of Statistics)
  • Chapter 7 (The Atlantic Groundfish Strategy: Contributions and Grants)
  • Chapter 8 (The Atlantic Groundfish Strategy: Follow-up)
  • Other Audit observations: (National Defence and Health Canada)
  • Chapter 1 (Correctional Service Canada - Reintegration of Offenders)

On motion of Lynn Myers, it was agreed, - That the Eleventh Report of the Sub-Committee on Agenda and Procedure be concurred in.

On motion of Lynn Myers, - it was agreed That notwithstanding the adoption of the Report of the Subcommittee on International Financial Reporting Guidelines and Standards for the Public Sector on Thursday, November 26, 1998; the reporting date for the findings and recommendations be changed from May 31, 1999 to November 30 1999.

On motion of Lynn Myers, it was agreed, - That the Committee adopt a Budget of $8,592.00 to cover witnesses expenses who will appear before the Subcommittee on Financial Reporting Guidelines.

It was agreed, - That the Committee adopt a Budget of $9,958.54 to attend the Conference of the Canadian Association of Public Accounts Committees in Quebec City in August and that the support staff accompany the Committee.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
