The Standing Committee on Public Accounts met at 3:31 o’clock p.m., this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Mark Assad, André Bachand, Sue Barnes, Elinor Caplan, Odina Desrochers, Mac Harb, Gurmant Grewal, René Laurin, Steve Mahoney, Philip Mayfield, Lynn Myers, Rey Pagtakhan and John Williams.

Acting Members present: John Harvard for Andrew Telegdi; Judy Wasylycia-Leis for Lorne Nystrom.

In attendance: From the Research Branch of the Library of Parliament
: Brian O’Neal, Research Officer.

Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General; David Rattray, Assistant Auditor General; Louis Lalonde, Principal, Audit Operations. From Human Resources Development Canada: Ian Green, Associate Deputy Minister; Marcel Nouvet, Assistant Deputy Minister, Finance and Administrative Services.

Pursuant to Standing Order 108 (3)(e), the Committee proceeded to the consideration of matters relating to the future business of the Committee.

The Chair presented the Second Report of the Sub-committee on Agenda and Procedure which read as follows:

The Sub-committee on Agenda and Procedure of the Standing Committee on Public Accounts met on Tuesday, October 28, 1997 and agreed to recommend the following schedule of meetings and briefings in relation to the April and October 1997 and the December 1997 Reports of the Auditor General:

Tuesday, November 4 at 3:30 p.m.: meeting on Chapter 17 (Human Resources Development Canada– A Critical Transition toward Results-Based Management);

Monday, November 17 at 3:30 p.m.: in camera briefing for meeting of November 18;

Tuesday, November 18 at 3:30 p.m.: meeting on Chapter 19 (Transport Canada: Commercialization of Air Navigation System);

Wednesday, November 19 at 5:30 p.m.: in camera briefing for meeting of November 26;

Tuesday, November 25 at 3:30 p.m.: consideration of Draft Report to the House;

Wednesday, November 26 at 3:30 p.m.: meeting on Chapter 13 (Health Canada –First Nations Health);

Tuesday, December 2 at 11:00 a.m.: in camera briefing on the December 1997 Report the Auditor General;

Wednesday, December 3 at 3:30 p.m. : meeting on the December 1997 Report of the Auditor General and consideration Draft Report to the House; and

Tuesday, December 9 and Wednesday, December 10 at 3:30 p.m.: open.

On motion of Sue Barnes, the Second Report of the Sub-committee on Agenda and Procedure was concurred in.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of Chapter 17 of the April and October 1997 Report of the Auditor General of Canada. (Human Resources Development Canada – A Critical Transition toward Results-Based Management). (See Minutes of Proceedings dated Tuesday, October 21, 1997, Meeting No. 3).

L. Denis Desautels and Ian Green made opening statements and, with the other witnesses, answered questions.

At 5:26 o’clock p.m., the Committee adjourned to the call of the Chair.
