The Standing Committee on Public Accounts met at 3:33 o’clock p.m., this day, in Room 209 of the West Block, the Vice-Chair, Andrew Telegdi, presiding.

Members of the Committee present: Sue Barnes, Elinor Caplan, Odina Desrochers, Mac Harb, Gurmant Grewal, Ivan Grose, René Laurin, Philip Mayfield, Lynn Myers, Rey Pagtakhan and Andrew Telegdi.

Acting Member present: Leon Benoit for Jason Kenney.

In attendance: From the Research Branch of the Library of Parliament: Brian O’Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; David Rattray, Assistant Auditor General; Peter Kasurak, Principal, Audit Operations Branch. From the Department of National Defence: Jim Judd, Deputy Minister; Gen J.M.G. Baril, Chief of the Defence Staff; Pierre Lagueux, Assistant Deputy Minister, Materiel.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of Chapter 4 (National Defence - Buying Major Capital Equipment) of the April 1998 Report of the Auditor General of Canada . (See Minutes of Proceedings dated Thursday, April 30, 1998, Meeting No. 29).

L. Denis Desautels made an opening statement.
