Meeting No. 21

Tuesday, March 10, 1998

 

The Standing Committee on Public Accounts met at 3 :40 o’clock p.m., this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Mark Assad, Odina Desrochers, Gurmant Grewal, Ivan Grose, René Laurin, Steve Mahoney, Philip Mayfield, Lynn Myers, Rey Pagtakhan, Andrew Telegdi and John Williams.

Acting Members present: Gurbax Malhi for Elinor Caplan, Mike Scott for Jason Kenney.

Other Member present: Charles Hubbard

 

In attendance: From the Research Branch of the Library of Parliament: Brian O’Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Grant Wilson, Principal, Audit Operations Branch. From Indian Affairs and Northern Development Canada: Scott Serson, Deputy Minister; Cynthia Williams, Assistant Deputy Minister, Socio-Economic Policy and Programming and Program Re-design Sector; Brent DiBartolo, Assistant Deputy Minister, Corporate Services.

Pursuant to Standing Order 108 (3)(e), the Committee proceeded to the consideration of Chapters 35 and 36 of the December 1997 Report of the Auditor General of Canada (Follow-up of Recommendations in Previous Reports -- Indian and Northern Affairs Canada -- On Reserve Capital Facilities and Maintenance -- 1995, Chapter 23, (para. 35.243-65); Other Audit Observations -- Escalating costs of on-reserve water supply projects not adequately justified (para.36.32-41) and Lack of compliance with funding arrangement results in questionable costs and benefits (para.36.42-47)). (See Minutes of Proceedings dated Wednesday, December 3, 1997, Meeting No. 12).

L. Denis Desautels and Scott Serson made opening statements and, with the other witnesses, answered questions.

At 5 :19 o’clock p.m., the sitting was suspended.

At 5 :22 o’clock p.m., the sitting resumed.

 

Pursuant to Standing Order 108 (3)(e), the Committee proceeded to sit in camera to resume consideration of the Draft Report on the Public Accounts of Canada 1997.

The Committee considered proposed revisions to the Draft Report.

 

At 6 :13 o’clock p.m., the Committee adjourned to the call of the Chair.
