Thursday, February 12, 1998
The Standing Committee on Public Accounts met at 3:35 o’clock p.m., this day, in Room 237-C, Centre Block, the Chair, John Williams, presiding.
Members of the Committee present: Mark Assad, Elinor Caplan, Odina Desrochers, Mac Harb, Gurmant Grewal, Ivan Grose, René Laurin, Steve Mahoney, Philip Mayfield, Lynn Myers, Elsie Wayne and John Williams.
Acting Member present: Janko Peric for Andrew Telegdi.
In attendance: From the Research Branch of the Library of Parliament: Brian O’Neal and Jean Dupuis, Research Officers.
Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; John McCullough, Principal, Audit Operations; Geoffrey Robins, Director, Audit Operations. From Fisheries and Oceans Canada: Wayne Wouters, Deputy Minister; Cheryl Fraser, Assistant Deputy Minister, Policy; Scott Parsons, Assistant Deputy Minister, Science; Donna Petrachenko, Regional Director General, Pacific Region.
Pursuant to Standing Order 108 (3)(e), the Committee proceeded to the consideration of Chapter 28 of the December 1997 Report of the Auditor General of Canada (Fisheries and Oceans Canada -- Pacific Salmon: Sustainability of the Resource Base) (See Minutes of Proceedings, dated Wednesday, December 3, 1997, Meeting No. 12).
The Chair presented the Fourth Report of the Sub-Committee on Agenda and Procedure which read as follows:
The Sub-committee on Agenda and Procedure of the Standing Committee on Public Accounts met on February 3 and 10, 1998 and agreed to recommend the following:
That the members of the Committee meet with the members of a delegation from the Public Accounts Committee of the Parliament of Sri Lanka on February 25 at 3:30 p.m., for approximately one hour, for a brief presentation and an exchange of information before proceeding with the briefing that day;
That the members and staff of the Committee attend a reception and dinner co-hosted by the Chair of the Committee and the Auditor General in honour of the visit of the delegation from the Public Accounts Committee of the Parliament of Sri Lanka to be held on February 23, 1998 and that the cost to the Committee be charged to the Committee's hospitality budget; and
That the members of the Committee meet with the members of a delegation from the Parliament of Vietnam on February 18, 1998 at 3:30 p.m., for approximately one hour, before proceeding with the briefing scheduled for that day.
On motion of Mac Harb, the Fourth Report of the Sub-Committee on Agenda and Procedure was concurred in.
L. Denis Desautels and Wayne Wouters made opening statements and, with the other witnesses, answered questions.
At 5:08 o’clock p.m., the Committee adjourned to the call of the Chair.
