Wednesday, December 3, 1997
The Standing Committee on Public Accounts met at 3:35 o’clock p.m., this day, in Room 209, West Block, the Chair, John Williams, presiding.
Members of the Committee present: André Bachand, Sue Barnes, Elinor Caplan, Odina Desrochers, Mac Harb, Gurmant Grewal, Ivan Grose, Steve Mahoney, Philip Mayfield, Lynn Myers, Rey Pagtakhan, and John Williams.
In attendance: From the Research Branch of the Library of Parliament: Brian O’Neal, Research Officer.
Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Raymond Dubois, Deputy Auditor General, Audit Operations; Michael McLaughlin, Deputy Auditor General, Corporate Services; Richard Flageole, Assistant Auditor General; Brian Emmett, Commissioner of the Environment.
Pursuant to Standing Order 108 (3)(e), the Committee proceeded to the consideration of the December 1997 Annual Report of the Auditor General of Canada referred to the Committee on Tuesday, December 2, 1997.
L. Denis Desautels made an opening statement and, with the other witnesses, answered questions.
At 4:39 o’clock p.m., the sitting was suspended.
At 4:44 o’clock p.m., the sitting resumed.
Pursuant to Standing Order 108(3)(e), the Committee proceeded to sit in camera to consider a Draft Report on Chapter 17 (Human Resources Development Canada – A Critical Transition toward Results-Based Management) of the April and October 1997 Report of the Auditor General of Canada (See Minutes of Proceedings dated Tuesday, October 21, 1997, Meeting No. 3).
The Committee considered the entire Draft Report.
It was agreed, - That at the next meeting of the Committee on Tuesday, December 9, 1997 at 3:30 p.m., the agenda be as follows :
1. Formal adoption of the Draft Report on Chapter 17;
2. The Public Accounts of Canada 1997 with representatives of the Secretariat of the Treasury Board and the Office of the Auditor General of Canada.
It was agreed, - That the Committee meet on Wednesday, December 10 at 3:30 p.m. to consider a Draft Report on Chapter 19 of the April and October Report of the Auditor General (Transport Canada - - The Commercialization of the Air Navigation System).
At 5:06 o’clock p.m., the Committee adjourned to the call of the Chair.
