Meeting No. 56

Thursday, November 5, 1998

The Standing Committee on Agriculture and Agri-Food met at 9:03 a.m., this day, in Room 269, West Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Paul Bonwick, Murray Calder, Denis Coderre, John Harvard, Jake Hoeppner, Larry McCormick, Joe McGuire and Rose-Marie Ur.

In attendance: From the Library of Parliament: Frédéric Forge, Researcher and Jean-Denis Fréchette, Economist.

Witnesses: From the Canadian Wine Institute: Roger Randolph, President. From the Association of Canadian Distillers: Paul MacLaren, Acting President, Vice-President, Marketing; Ronald Veilleux, Director (Federal Office) and Vice-Chairman - GPC Government Policy Consultants. From the Food Institute of Canada: Christopher J. Kyte, President. From the Canadian Restaurant and Food Services Association: Jean-Pierre Leger, President & CEO, Les Rotisseries St-Hubert Ltd.; Jacques Dumoulin, Vice President, Operations & Marketing, Les Rotisseries St-Hubert Ltd.; Kathleen Sullivan, Director Food Service Supply.

Pursuant to Standing Order 108(2), the committee resumed the "Take Note" Hearings on the Upcoming World Trade Organization (WTO) Negotiations on agriculture -- (See Minutes of the Committee of October 22, 1998, Meeting No. 50).

Kathleen Sullivan, Jean-Pierre Leger, Christopher Kyte, Roger Randolph and Paul MacLaren made opening statements and, with other witnesses, answered questions.

At 10:50 a.m., the sitting was suspended.

At 10:51 a.m., the sitting resumed.

The Committee proceeded to consider a motion, standing in the name of Hélène Alarie. (See Minutes of the Committee of October 22, 1998, Meeting No. 50).

-- That, the Committee recommends that the Minister deal equitably with all affected producers and that he takes compensatory measures retroactive to January 1, 1997.

After debate, the question was put on the motion, and it was negatived, on a show of hands: YEAS 2 and NAYS 6.

At 11:02 a.m., the Committee adjourned to the call of the Chair.
