CHPC Committee Report

In accordance with its Order of Reference of Wednesday, September 26, 2018, your Committee has considered Bill C-369, An Act to amend the Bills of Exchange Act, the Interpretation Act and the Canada Labour Code (National Indigenous Peoples Day), and agreed on Tuesday, February 5, 2019, to report it with the following amendments:

New Clause 0.1

That Bill C-369 be amended by adding after line 3 on page 1 the following new clause:

“0.1 The purpose of this Act is to fulfill the Truth and Reconciliation Commission’s Call to Action #80 by creating a federal holiday called The National Day for Truth and Reconciliation which seeks to honour Survivors, their families, and communities, and ensure that public commemoration of the history and legacy of residential schools, and other atrocities committed against First Nation, Inuit and Metis people, remains a vital component of the reconciliation process.”

Title

That Bill C-369 be amended by replacing the long title on page 1 with the following:

“An Act to amend the Bills of Exchange Act, the Interpretation Act and the Canada Labour Code (National Day for Truth and Reconciliation)”

Clause 1

That Bill C-369, in Clause 1, be amended by replacing lines 7 and 8 on page 1 with the following:

“(ii.1) the National Day for Truth and Reconciliation, observed on September 30,”

Clause 2

That Bill C-369, in Clause 2, be amended by replacing lines 16 to 18 on page 1 with the following:

“Sovereign; Victoria Day; Canada Day; the first Monday in September, designated Labour Day; the National Day for Truth and Reconciliation, observed on September 30; Remem-”

Clause 3

That Bill C-369, in Clause 3, be amended by replacing lines 5 and 6 on page 2 with the following:

“Victoria Day, Canada Day, Labour Day, the National Day for Truth and Reconciliation that is observed on September 30,”

Your Committee has ordered a reprint of Bill C-369, as amended, as a working copy for the use of the House of Commons at the report stage.
A copy of the relevant Minutes of Proceedings (Meetings Nos. 128, 130, 131, 137, 138 and 140) is tabled.
