Environment Canada should support Indian and Northern Affairs Canada in identifying the information requirements for cumulative impact monitoring, and planning and implementing programs to monitor cumulative impacts in the NWT.

Environment Canada agrees with this recommendation.

Environment Canada supports the needs and requirements for cumulative impacts monitoring in the NWT and acknowledges INAC’s lead.

In light of this recommendation, and the recommendations contained in the Joint Review Panel (JRP) Report for the Mackenzie Gas Project (MGP) (released December 2009), Environment Canada will work along with INAC and other government departments to develop the Government Response to the JRP Report that will lay out appropriate actions, and in doing so will consider the findings and recommendations of the CESD.  

  • Analysis of recommendations from JRP Report for Mackenzie Gas Project (MGP) (January 2010)
  • Interdepartmental meetings for the preparation of Government Response to JRP Report (February 2010)

  • With INAC taking the lead, EC will contribute to the renewed Cumulative Impacts Monitoring Program (CIMP), Beaufort Regional Environmental Assessment (BREA) or other similar monitoring program(s) (Fall 2010-Winter 2011)
  • Release of Government Response to JRP Report (Fall  2010)
  • If MGP proceeds, the GOC will implement its response subject to resource availability, and EC will implement relevant components of the response in accordance with its mandate.
  • If MGP does not proceed, EC will continue to support INAC and/or Federal-Territorial departments in the development and implementation of cumulative impact monitoring program(s) in the NWT

* A more specific management action plan will be developed and presented to the EAC once we know how MGP plays out.
