TUESDAY, SEPTEMBER 26, 1995

The Standing Committee on Citizenship and Immigration met at 10:05 o'clock a.m. this day, in Room 112-N, Centre Block, for the purpose of organization.

Members of the Committee present: Sarkis Assadourian, Eleni Bakopanos, Mary Clancy, Bernie Collins, Maud Debien, Stan Dromisky, Val Meredith, Osvaldo Nunez, Anna Terrana and Rose-Marie Ur.

Acting Members present: Paul Forseth for Jay Hill; Gilles Duceppe for Maud Debien.

Other Member present: Don Boudria.

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witness: From the Manitoba Interfaith Immigration Council: Martin Dolin, Executive Director.

The Clerk of the Committee presided over the election of the Chair.

On motion of Stan Dromisky, it was agreed,--That Eleni Bakopanos do take the Chair of this Committee.

Eleni Bakopanos took the Chair.

On motion of Anna Terrana, it was agreed,--That Stan Dromisky be the Vice-Chair from the Government.

Gilles Duceppe moved,--That Osvaldo Nunez be the Vice-Chair from the Opposition.

Paul Forseth moved,--That Val Meredith be the Vice-Chair.

CHAIRMAN'S RULING

``Since the Committee cannot entertain two motions at the same time, we will proceed with the first motion and, take the second motion as a notice.''

After debate, the question being put on the motion, it was agreed to on the following division:

On motion of Mary Clancy, it was agreed,--That the Chair, the two Vice-Chairs, Mary Clancy and Val Meredith do compose the Sub-Committee on Agenda and Procedure.

On motion of Stan Dromisky, it was agreed,--That the Committee appoint a Sub-Committee to review and report on the recent C.D. Howe report entitled Diminishing Returns: The Economics of Canada's Recent Immigration Policy; that the Sub-Committee be empowered to send for persons, papers and records, to sit while the House is sitting, to sit during periods when the House stands adjourned, to print from day to day such papers and evidence as may be ordered by it and to authorize its Chairman to hold meetings to receive and authorize the printing of evidence when a quorum is not present; and that the membership of the Sub-Committee be four (4) government members, one (1) member of the official Opposition and one (1) member of the Reform Party with the names to be filed with the Clerk after the usual consultations with the Party Whips.

In accordance with Standing Order 108(2), the Committee resumed its consideration of Settlement Renewal (See Minutes of Proceedings of Tuesday, June 6, 1995--Issue No. 48).

Martin Dolin made a statement and answered questions.

At 10:30 o'clock a.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Citizenship and Immigration met at 9:08 o'clock a.m. this day, in Room 112-N, Centre Block, the Chair, Eleni Bakopanos, presiding.

Members of the Committee present: Sarkis Assadourian, Eleni Bakopanos, Bernie Collins, Jay Hill, Val Meredith, Osvaldo Nunez and Rose-Marie Ur.

Acting Member present: Shaughnessy Cohen for Mary Clancy.

In attendance: From the Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Canadian Council for Refugees: Nancy Worsfold, Executive Director; John Borst, Executive Director, Immigrant Services Society of B.C.; Lucya Spenser, President, National Organization of Immigrant and Visible Minority Women of Canada. From the Association of Canadian Community Colleges: Tom Norton, President; Bill Conrod, Vice-President, Continuing Education--Algonquin College (Ottawa).

In accordance with its mandate under Standing Order 108(2), the Committee resumed its consideration of Settlement Renewal (See Minutes of Proceedings dated Tuesday, June 6, 1995, Issue No. 48).

The witnesses made a presentation and answered questions.

On motion of Rose-Marie Ur, it was agreed,--That, the evidence and proceedings on the document entitled: Diminishing Returns studied by the Sub-Committee on Immigration Consultants and Diminishing Returns (C.D. Howe/Laurier Institution Report) (SIMC) be referred to the new Sub-Committee on Diminishing Returns.

On motion of Rose-Marie Ur, it was agreed,--That, the proceedings and evidence on immigration consultants be retained by the main Committee.

At 10:53 o'clock a.m., the Committee adjourned to the call of the Chair.
