The mandate of the House of Commons Standing Committee on Procedure and House Affairs (the “Committee”) is outlined in section 108(3)(a) of the Standing Orders of the House of Commons. The Committee is empowered to review and report on the Standing Orders, procedure and practice of the House of Commons and its committees. All matters that relate to the election of Members of the House of Commons, including the Chief Electoral Officer and Elections Canada, are also within the purview of the Committee. It is responsible for all conflict of interest matters relating to Members of the House of Commons. As such, the Committee has responsibility over the Conflict of Interest Code for Members of the House of Commons and the activities of the Conflict of Interest and Ethics Commissioner that relate to the Code. The mandate of the Committee includes the review and report, to the Speaker and the Board of Internal Economy, on the administration of the House and the provisions of services and facilities to Members. The Committee is also empowered to review and report on the effectiveness, management and operation of all operations under the joint administration of both Houses of Parliament, except for the Library of Parliament. The radio and television broadcasting of the House of Commons and its committees also falls into the mandate of the Committee.

In addition to its mandate outlined in the Standing Orders of the House of Commons, the Committee is responsible for all matters that relate to referendums. Moreover, it is the House of Commons committee to which questions of privilege are referred.
