TUESDAY, APRIL 8, 1997

The Standing Committee on Health met at 9:05 o'clock a.m. this day, in Room 209, West Block, the Chair and Roger Simmons, presiding.

Members of the Committee present: Herb Dhaliwal, Bonnie Hickey, Grant Hill, John Murphy, Pauline Picard, Andy Scott and Roger Simmons.

Acting Member present: Pierre de Savoye for Antoine Dubé.

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Nancy Miller Chenier, Research Officers.

Witnesses: From the Canadian Association of Chiefs of Police: Chief Barry King, Chair, Drug Abuse Committee; Terry Ryan, Vice-Chair, Drug Abuse Committee; Michel Pelletier, Staff Sergeant, National Co-ordinator, Drug Awareness, RCMP. From the Department of the Solicitor General of Canada: Michel Perron, Senior Policy Analyst, Law Enforcement Strategy Group.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on the Review of Policies on the Misuse and Abuse of Substances (See Minutes of Proceedings dated Tuesday, May 7, 1996, Issue No. 2).

The witnesses made a presentation and answered questions.

At 10:25 o'clock a.m., the Committee suspended business.

At 10:30 o'clock a.m., the Committee resumed business.

On motion of John Murphy, it was agreed,--That an additional budget of $35,000 be approved and submitted to the Budget Sub-Committee of the Liaison Committee.

At 10:35 o'clock a.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Health met at 5:15 o'clock p.m. this day, in Room 237-C, Centre Block, the Chair, Roger Simmons, presiding.

Members of the Committee present: Herb Dhaliwal, Grant Hill, John Murphy, Pauline Picard, Andy Scott and Roger Simmons.

Other Members present: Pierre de Savoye and Michel Dupuy.

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Nancy Miller Chenier, Research Officers.

Witnesses: From the Cultural, Family and Social Affairs Committee of the National Assembly of the French Republic: Denis Jacquat, Member; Claude Bartolone, Member; Michel Ghysel, Member; Bernard Leccia, Member; Francisque Perrut, Member. From Health Canada: Jim Anderson, Program Consultant, Alcohol, Drug Abuse and Addiction Questions.

Pursuant to Standing Order 108(2), the Committee met a delegation from the National Assembly of the French Republic.

The witnesses made a presentation and answered questions.

At 6:15 o'clock p.m., the Committee adjourned to the call of the Chair.

Acting Member present: Pierre de Savoye for Antoine Dubé.

Witnesses: From the University of Montreal: Louise Nadeau, President. From the Addiction Research Foundation: Denise Tompkins. From the University of Toronto: Eric Single.

Pursuant to Standing Order 108(2), the Committee resumed a study on the Review of Policies on the Misuse and Abuse of Substances (See Minutes of Proceedings, dated Tuesday, May 17, 1996, Issue No. 2).

John Murphy moved,--That the First Report of the Sub-committee on Bill C-47, An Act respecting human reproductive technologies and commercial transactions relating to human reproduction, be concurred in as the Eight Report of the Committee and that the Chair report the Bill to the House.

And debate arising thereon.

The witnesses made a presentation and answered questions.

And debate continuing on John Murphy's motion,--That the First Report of the Sub-committee on Bill C-47, An Act respecting human reproductive technologies and commercial transactions relating to human reproduction, be concurred in as the Eight Report of the Committee and that the Chair report the Bill to the House.

After further debate, the question being put on the motion, it was agreed to.

At 10:54 o'clock a.m., the Committee adjourned to the call of the Chair.

Christiane Poulin fait une présentation et répond aux questions.

Miriam Hawkins, Dian Nicholson, Shelly Seguin et Dr Michèle Brill-Edward font chacun une présentation et répondent aux questions.

Paul Szabo propose,--Que la réglementation soit réputée avoir été examinée par le Comité et que le président fasse rapport à la Chambre.

Après débat, la motion, mise aux voix, est rejetée par le vote suivant:

POUR: 1; CONTRE: 5

À 11 h 35, le Comité s'ajourne jusqu'à nouvelle convocation du président.
