Pursuant to the order of reference of Tuesday, December 7, 2021, the committee resumed its study of gun control, illegal arms trafficking and the increase in gun crimes committed by members of street gangs.

Evelyn Fox and Richard Miller made statements and answered questions.

Motion

Alistair MacGregor moved, — That the committee invite the Minister of Public Safety and department officials from both the Royal Canadian Mounted Police and Canada Border Services Agency to appear as soon as possible before the committee to answer questions regarding the occupation of Ottawa and the federal government’s response to convoy blockades disrupting our borders, notably in Windsor, Ontario; Emerson, Manitoba; and Coutts, Alberta.

Debate arose thereon.

Amendment

Pam Damoff moved, — That the motion be amended by adding the word “following the revocation or expiry of the emergencies act” after the words “as soon as possible”.

After debate, the question was put on the amendment of Pam Damoff and it was negatived on the following recorded division:

YEAS: Paul Chiang, Pam Damoff, Ron McKinnon, Taleeb Noormohamed, Sameer Zuberi — 5;

NAYS: Dane Lloyd, Alistair MacGregor, Eric Melillo, Kristina Michaud, Doug Shipley, Tako Van Popta — 6.

Amendment

Dane Lloyd moved, — That the motion be amended by adding the words “and the Ontario Provincial Police” after the words “Canada Border Services Agency”.

After debate, the question was put on the amendment of Dane Lloyd and it was agreed to on the following recorded division:

Paul Chiang moved, — That the motion be amended by adding after the words “the Ontario Provincial Police” the following: “and the Ottawa Police Service”.

The motion, as amended, read as follows:

At 12:52 p.m., the sitting resumed.
